In a medium bowl, mix the flour, oats, sugar and salt and then add the Nigella seeds and maamool spices. Set off to the side.
In small pot, heat the oil until it becomes very hot. Carefully pour the hot oil over the dry mixture.Using a fork, mix until it cools, then use your fingers to further mix it.
Add the warm water and mix the dough until well combined. Cover with a wet towel and cover the towel with plastic wrap.
In another bowl, mix the date paste and sesame seeds.
Form the date paste/sesame mixture into 19-20 small balls.
Uncover the dough and surround each small ball with the dough making sure the date paste ball is fully enclosed.
Place each into a maamool mold for proper shape.
Preheat the oven to 180°C (360°F). Place parchment paper on a baking sheet. Place the 19-20 shaped maamool on the sheet and bake for 27-29 minutes.
